TAP Air Portugal has quite a few different fare types, and the checked allowance depends on these fare types and the flight route.
TAP has a fairly standard checked and carry-on allowance for economy passengers but a generous allowance for Executive Class passengers, with 2 pieces of carry-on and up to 3 x 70 pound (32 kg) checked bags. Unfortunately, the additional carry-on does not apply to flights to/from North America.

I have a ticket from IAD to Lisbon, with a stay in Lisbon for one week, then I fly from Lisbon to Barcelona to stay three weeks and return from, BCN to IAD. I am a US Citizen. I see that we can only necessary travel can be done during Covid19, and my trip is for tourism. I also see Spain is not allowing any flights from Portugal.
Please let me know what your policy is to get my payment back?

I have a flight from Casablanca to Prague, and I need my laptop on me at all times, especially since I will be adhering to a connection flight. Can I have a backpack to put my laptop in? Though it will inevitably be above 2kg of the personal item, and will be around 4kg. Can I do that regardless and pay for the extra kilos in the airport? If not, will I at least be able to put the laptop in my 8kg carry-on and have it on board so it’s with me?

If your roller suitcase is the size of a carry-on/hand baggage then that is part of your allowance. If it is the size of a standard checked bag then you would need to pay extra for that.

Yes, you should be able to bring both of those items. But you backpack should not exceed 4.5 pounds (2 kg) and 16 x 12 x 5 inches (40 x 30 x 15 cm), while your carry-on should not exceed 17 pounds (8 kg) and 22 x 16 x 8 inches (55 x 40 x 20 cm). Safe travels!
